Useful information about the scope of the ATA Carnet

The ATA Carnet can be used for almost any type of goods. Goods should fit into one of the following three categories:

Commercial samples, such as a new line of jewelry, fashion wear or electronic devices that you present to potential customers abroad.

Items for exhibition and trade fairs, such as pieces of art that are being exported for exhibition in galleries or museums abroad, temporary construction for trade fairs or equipment for a conference or seminar.

Professional equipment and tools necessary for the performance of your trade abroad. This could be a film camera used for a film project in Paris, special equipment that is necessary for a construction site, musical equipment for an international tour, a racehorse for a horse championship or a vehicle temporarily adapted for a specific purpose (a broadcasting vehicle, a vehicle for water purification).

Practical examples: A racing car is to be transported under contract and used only on a closed circuit or racetrack. A private car that is being driven or towed by its owner does not in principle require a carnet. If a vehicle or special equipment has been specially fitted out in a specific and permanent way (exhibition trailer) this can be covered by a carnet, even if the trailer is being driven on the road.

In summary, the ATA Carnet is a temporary admission document that facilitates duty-free import and re-export of goods temporarily imported into a country for the following purposes: commercial purposes (samples), exhibition and trade fair purposes, and for professional equipment.

Avoiding Customs Claims Using an ATA Carnet
Avoiding claims can be simple. Ensure you:
Fill in all your carnet pages in advance of your travels, making sure all details match your stock. Double-check descriptions and values of the goods.
Present your ATA Carnet to customs on arrival and departure in each country you visit, not just the final one. Get it stamped or signed at every stage, including when you return home.
Keep a copy or digital photo of your carnet forms, customs stamps, and any other supporting documents in case you need to refer to them later.
Do not bring any items that are not on your carnet. Do not replace items listed on your carnet with new goods without getting the paperwork updated.
Return your goods within the specified time frame on the carnet to avoid penalties or claims.

How long is an ATA Carnet valid for?
A single Carnet is valid for up to 12 months from the date of issue. The 12-month period provides flexibility to bring listed goods in and out of the territory of Contracting Parties multiple times over a one-year period, without having to undergo further customs procedures or submit another Carnet on each occasion.

What Professional Equipment can be covered by an ATA Carnet?
Professional equipment includes a broad range of tools, equipment and gear that are used for and required to carry out commercial activities while abroad. This includes equipment to be used for paid work, testing or evaluation; specialist equipment to be used for entertainment, broadcasting or racing purposes (such as sound or lighting systems, camera kits); sporting and racing cars; musical instruments and equipment to be used for commercial shows.

Keep in mind the following points:

Vehicles to be used for racing purposes only qualify if they are transported on the basis of a shipping contract (with a freight forwarder or haulier) and only for use on closed race tracks or roads closed to public traffic.


Where the holder is personally driving their roadworthy vehicle to the place of destination or is towing/transporting the vehicle themselves (e.g. carrying your motorbike in your own van or towing your car behind your camper van), a Carnet is not normally required for such use.
Vehicles specially adapted for a particular purpose such as broadcasting vans, exhibition trailers or trucks with equipment permanently installed are also eligible and can be used on public roads.


In every case professional equipment should be owned or in the control of you, your company or your appointed representative and is imported temporarily for your business or event needs.

Can I use an ATA Carnet for vehicles?
ATA Carnets cover most vehicles, but some exceptions and specific conditions apply. For instance, vehicles generally need to be taken out of the country temporarily for a specific purpose, such as:

Professionally: This covers broadcast vans, exhibition trailers, racing vehicles, or other vehicles temporarily taken out of the country, specially adapted with equipment for a specific event, work, or use abroad.
Events, demonstration: Cars, motorcycles or other vehicles for use in trade fairs, exhibitions or demonstration purposes.

Other things to note include:

Racing Vehicles: Professional transporter / freight forwarder or courier will transport your race vehicle to the carnet country (EU countries etc) for use on a closed race track or event only. An ATA Carnet could be used to cover your vehicle against import duties and taxes. If the car is privately owned and personally driven to the country where the car is to be used or is being towed by its owner (e.g. from UK to Germany behind the owner’s private motorhome) then there should be no requirement for a carnet.
Specially adapted vehicles. Can include all permanently equipped vehicles, vans or trucks, not for private use, but for professional or work activities abroad (mobile medical, broadcasting or communications vans, water filter trucks etc), can use an ATA Carnet and will be permitted to drive on public roads as part of their business assignment.
Private use: The vast majority of private cars, driven or transported by their owners (motorbikes in a van, cars towed behind a private motorhome), or otherwise used for personal use, will not be covered.

Do I need to request anything special for an ATA Carnet for use in the European Union?
Choose “European Union” as your destination when you apply for your ATA Carnet. This will cover all 27 member countries.
If you are entering by road and your final destination is another country in the EU (not France), we recommend that you request additional visits and transits in your Carnet, in case both French and your destination country customs officials want to stamp the Carnet during transit. If you are flying directly to your final destination in the EU, then additional visits and transits will not be necessary in most cases.
